Global warming due to increased concentrations of greenhouse gases, if it occurs, will be the most significant change in weather and climate ever produced by human beings. One can speculate about the possibility of offsetting this inadvertent, long-term weather modification by deliberately modifying the weather through cloud seeding. Because some clouds warm the earth's surface and some cool it (depending upon cloud composition and the temperature at the top of the cloud), it is theoretically possible to modify clouds to offset global warming, at least partially. However, the present knowledge base is not complete enough to provide a working hypothesis. The use of weather modification to offset some of the undesirable changes in precipitation, temperature, and stream flow that may arise from global warming or other climatic variations will be limited for the foreseeable future. At present, the primary application of weather modification is the augmentation of precipitation and runoff.
